2008 university world rankings

Universities in the United States have again dominated the world’s top 500 in the latest rankings by Shanghai Jiao Tong University. It is the sixth year since the Chinese university began listing the world’s top higher education institutions and once more, US universities have taken 17 of the first 20 places and 55 of the top 100. This compares with America’s main competitor — Britain — which managed to squeeze only two of its universities in the top 20 and a mere 10 in the first 100.

Tailor-Made Biofuels 3rd generation, not from food or corn

Some 80 scientists are working at the “cluster of excellence” located at the RWTH Aachen. At the Technical University they develop techniques to convert plants, scrap wood, and other biomaterials into biomass-based synthetic fuels, in order to verify their potential, with regard to modern combustion technologies, while simultaneously reducing the dependence on fossil fuels. The long-term goal is to determine the optimal combination of fuel components and their production processes, which is based on renewable raw materials and new combustion processes.

Europe hot on the heels of wind power development

The European Technology Platform for Wind Energy (TPWind) has unveiled in its latest Strategic Research Agenda (SRA) that wind power has the potential to meet 28% of the EU consumer’s demand for electricity by 2030. Before this objective can be met, however, the TPWind Secretariat says that both policy-makers and sector players must establish and implement strategic action in technology and policy research.

EU project taking CO2 out of the atmosphere

“The European Commission is committed to encouraging industry to reduce its carbon dioxide (CO2) emissions and research plays a vital role in that,” said the European Science and Research Commissioner, Janez Potočnik. The accumulation of CO2 is considered to be the main cause of climate change. However, the EU-backed project CO2SINK, with financing to the tune of €8.7 million, aims to reduce greenhouse emissions through CO2 sinks — in other words — storing it underground.

A new pathway for Italy-Australia cooperation

A new book entitled “What if they never existed?” is due for publication in Australia this July (07/2008). The book which focuses on nine of the most significant scientists who have changed the world is not only narrated in words but also in pictures: ten canvas oil paintings inspired by these personalities. The book aims to raise the awareness of both laymen and young people about the importance of research and science and in particular for education. For the author development in research and education has played, and will continue to play the most fundamental of roles in the quality of our daily life. “Today it is impossible to conceive of a world without mobile phones, washing machines or for that matter any one of the electrical appliances that we use in our everyday life”, says the author, Nicola Sasanelli.

Common problems need common solutions! Commission proposes to Member States to jointly address major societal challenges

Climate change, diseases, or energy are societal challenges shared by all EU countries. National research, which currently makes up 85% of all European public research funding, will have more impact if Member States pool their resources and better coordinate their efforts. The European Commission today proposed that Member States adopt a new approach of “Joint Programming”. It aims at tackling current compartmentalisation which undermines the efficiency of Europe’s research.

“Aho Report” on EU High-Tech Research: A Wake-up Call for Innovation in Europe, says Commissioner Reding

Europe has started doing better in high-tech research but still has a lot more to do, particularly to capitalise on the results. This is the conclusion of the independent expert report, chaired by former Finnish Prime Minister Esko Aho, that analysed the effectiveness of Information Society research under the EU’s 6th Framework Programme for Research and Development. Although Europe has considerably improved its high-tech research, with the European Commission taking the lead in boosting Micro Computer (IP/08/283) and Nano-Electronic (IP/08/284) research, it now needs to move up a gear to bridge the innovation gap with other parts of the world.

Australia is in the southern hemisphere!

Australia’s science and innovation policy has evolved with only a passing reference to a critical fact – we are the major science power in the southern hemisphere. For a long time we have been focused rather too heavily on a science and innovation “cultural cringe”. We aspire to be a player in major global advances (like nanotechnology) in which the relatively small scale of our economy pretty much guarantees that we will be a bit player in the wider drama – albeit a good bit player. We talk about the “tyranny of distance” as a liability in our relationship with the ferment of R&D taking place in the northern hemisphere. In so doing we draw attention to our relative weaknesses as a player in the northern hemisphere science and innovation game.

EU to double its R&D investment in robotics

At the occasion of AUTOMATICA 2008, one of the leading international trade fairs in robotics and automation held this year in Munich/Germany, the European Commission has announced a policy to boost European robotics. The European Union will double its investments between 2007 and 2010 with almost €400 million to support European robotics research. This ambitious programme aims to forge stronger links between academia and industry, and plans to fund a widespread experimentation by academic researchers and industry. The European Commission also calls on the industry to intensify its efforts in producing critical components in Europe, such as gears, in order to face competition from Asia and avoid strategic dependencies on other regions of the world.

Platypus study reveals strange genetic makeup

When European settlers first arrived in Australia, reports of a strange animal with a duck’s beak were originally dismissed as a practical joke. Later they were cited as proof that God had a sense of humour. The strange creature was the duck-billed platypus. Now, a recent study has mapped the genetic code of the platypus, showing it to be a bizarre mixture of mammal, reptile and bird. The research has also revealed that the platypus has a very complex sexuality.

A team of researchers of the Marche Polytechnic University in Ancona, Italy, have found evidence that sunscreens are to blame for coral bleaching. This loss of colour in the corals through the stress-induced release of symbiotic unicellular algae has negative impacts on biodiversity and functioning of reef ecosystems. The work, which is the EU-funded, is published in the US journal Environmental Health Perspectives.

Australian research going global

The fact that Australia’s Prime Minister used his first speech in Brussels to draw attention to the existence of the Forum for European–Australian Science and Technology cooperation (FEAST) was extremely encouraging. As the Prime Minister noted, Europe is Australia’s major research partner, illustrated by the number of academic publications tracked adequately by Thomson publications data. Thomson is a key data source used to assess research performance, though it is limited in that the humanities and social sciences are not covered effectively. According to this dataset, the early 1990s marked a point of divergence between Australia’s research collaboration with Europe and the United States (Figure 1). There is no consensus view that explains this trend, and FEAST is now investigating it.

Science-Policy Interaction

The interaction between science and policy is as complex as it is vital. Challenges surrounding the science-policy interaction are especially evident in environmental issues, which are typically complex and emotionally heated. Where policy-makers, the media and the public, demand hard and fast answers, many of the difficult questions faced by science, and thus, the resulting findings, are inherently rife with uncertainty. Additionally, scientific conclusions are often poorly communicated to policymakers, who then fail to take these conclusions into account.

Security and the environment: new satellites to spur earth observation

New satellites will soon reinforce the performance of the GMES earth observation system (Global Monitoring for Environment and Security), further to an agreement signed in Brussels today by the European Space Agency (ESA) Director General, Jean-Jacques Dordain and Heinz Zourek, Director-General of the European Commission’s Directorate General for Enterprise and Industry Policy. GMES is a European Union-led initiative organised in partnership with ESA to combine ground and space-based observations to develop an integrated environmental and security monitoring capability. The data produced through this infrastructure will give a better understanding of the earth’s land surface, its atmosphere and its oceans, and support emergency and security services. In particular, these data allow for a better management of environmental and security crises.
