Publicly funded R&D in France is mainly the responsibility of the Ministry of Research. Cabinet-level responsibility for R&D is held by M. Gilles de Robien, Minister for National Education, Further Education and Research. In practice, however, research policy is presided over by M. François Goulard, Minister of State for Research and New Technologies.
France’s research priorities for 2005 are health, sustainable development, nanotechnology, nuclear energy and space.
French R&D is carried out mainly in quasi-independent research bodies of which the largest and best known is the National Centre for Scientific Research (CNRS). In addition to teaching responsibilities, universities and other higher education establishments also receive R&D funding, but on a smaller scale. French researchers, whether in research bodies or universities, are designated as civil servants.
