DESCRIPTION:The European Commission has published the 4th call for proposals for the 
 ICT Policy Support Programme within the Competitiveness and Innovation 
 Framework Programme (CIP).  A budget of €107 million is foreseen for 
 funding under this call.  The call will address the following thematic
